"Charges which for a long time have been smouldering under the surface were openly expressed Tuesday at the hearing before the subcommittee on discrimination of the Mayor Commission on conditions in Harlem when Robert T. Bess, president of the Harlem division of the Peoples Alliance of Greater New York, accused Mayor LaGuardia of "Insincerity" in appointing a powerless commission. The hearing was held at the Seventh District Municipal Court, 447 West 151st street"
