"Joseph Seppa... and Henry Lee... storekeeper and clerk, respectively, of a store at 2434 Eighth Avenue, were arraigned in Washington Heights Court... on Thursday on a charge of maintaining a place for conducting the game of policy. Detective Coleman... charged that on September 1, about 1 p.m., he stood in the Eighth Avenue store for 45 minutes, during which time about fifteen persons entered the store, eight of whom were found to have had policy slips in their possession."
