"The theory that Curtis Jackson, 29, address unknown, had been slain because of the policy racket was definitely rejected yesterday by detectives who were scouring Harlem for his killer. Shot in the chest Sunday night, the man died in Harlem Hospital. The shooting occurred in front of 26 West 134th street, where Jackson was seen talking with a group of six men. He died without naming his slayer. At first it was thought that he was a numbers runner who was shot when he failed to pay off a "hit." Investigation by Detectives Thomas Brady and Charles Higgins of the West 135th street station, however, led them to discount thoroughly the policy theory and to seek a man with whom Jackson had argued at a party."
